Hi Stephen,

So you took away my thunder – I was going to reply CDBG. However, it
Sterling a Small Cities CDBG grant recipient? In Attleboro, we fund them
through our CDBG program and through MassDevelopment’s TDI program (we’re a
designated TDI community).

Another alternative is for Sterling to prime the pump by putting up X
dollars into a pool and asking a few banks to kick in funds to the pool.
This is an oversimplification of such a structure, but it has worked. How
about a BID? Contact Emmy Hahn at elizabeth.hahn at state.ma.us
<mailto:elizabeth.hahn at state.ma.us> – she’s a great resource for such
matters.

I hope this helps.

Gary

Subject: [Massplanners] facade improvement programs

Fellow Planners –

For those communities that have building façade improvement programs for
your downtown buildings, can you tell me how you are funding them?

We are not a CDBG-entitlement community, so that’s out and we’ve used up our
ARPA funds, so that’s out too.

Thanks in advance.
