The City of Springfield's Office of Planning & Economic Development is in the process of hiring a Senior Planner/Historic Preservation Planner. Below is more information on the job as well as a link to the City's webpage:
Position Purpose/Summary
Responsible for the application of professional planning skills and knowledge in supervising and participating in any phase of the municipal historic and planning program. Work is performed with considerable professional independence in accordance with accepted practices and procedures in the field of municipal planning, with review through reports, conferences, and evaluation of results achieved. No supervision is exercised over other employees.
Essential Functions
* Provides direct staffing to the Springfield Historical Commission (SHC). Work to include:
o General administration of the cities numerous local and national register districts;
o Staffing of SHC meetings, including responsibility for the coordination of the meetings, agendas, minutes and certificates as well as making presentations to the SHC when needed;
o Perform research and complete all required analysis and reports for the creation and implementation of new historic districts following all the guidelines outlined in M.G.L., Chapter 40c;
o Write and administer grants for potential historic preservation projects;
o Coordinate with other city departments with regards to projects relating to historic resources;
o Prepares and presents various comprehensive reports to boards, agencies, and the general public, including written recommendations and requests for approval of design modifications to site plans and building evaluations with regards to historic projects;
o May be required to meet with property owner(s) and private developer(s) to review and discuss historic preservation policies and procedures and City policy for requested uses and modifications to historic resources.
o Conducts community-wide training and awareness activities on historic preservation issues.
* Provides advice and assistance and personally participates in the solution of difficult or unusual planning problems.
* Oversees and participates in the collection, compilation, organization, analysis and interpretation of planning data.
* Participates in the preparation of reports and recommendations, and the delineation of designs, resulting from projects, surveys, and studies undertaken, including both written and graphic presentations.
* Participates in the preparation of maps, plans, sections, renderings, sketches, charts, diagrams, explanatory drawings, models, mock-ups, and special graphic material developed in the solution of planning problems.
* Provides customer service through the public counter or telephone.
* Conducts computer mapping via GIS.
* Maintains a continuing technical review of departmental research and planning procedures and methodology.
* Attends staff meetings and individual conferences to interpret planning problems, assignment objectives and departmental policies and procedures.
* Assists in the staffing of the Springfield Historical Commission including related duties around the implementation of the historic district guidelines and regulations.
* Performs related work as required.
Knowledge, Skills, and Abilities
* Considerable knowledge of principles and practices of historic preservation programs, City policies and ordinances, City zoning codes, site plan review methods, urban planning and design principles;
* Considerable knowledge of federal, state, and local laws and standards pertaining to historic preservation;
* Considerable knowledge of research techniques and report writing;
* Considerable knowledge of the philosophy, principles, methodology, and techniques of professional municipal planning.
* Considerable knowledge of the principles, methods, techniques, and materials used in the preparation of special graphic material of a planning nature.
* Ability to plan, assign, supervise, coordinate, and review the work of several planners and related technicians.
* Ability to plan, develop procedures for, supervise, review, and prepare reports concerning planning surveys, studies and projects.
* Ability to perform and supervise a wide variety of drafting duties, including the delineation of designs resulting from surveys and studies.
* Ability to establish and maintain effective working relationships with subordinates, municipal departments, civic agencies, and the general public.
* Ability to express oneself clearly and concisely, orally and in writing.
Education and Experience
* A Bachelor's Degree in Historic Preservation, Architecture, Urban Planning, or a related field.
* Minimum of five (5) years of experience in the field of professional municipal planning or historic preservation work of a planner nature; or a combination of education and equivalent experience totaling 9 years.
* Working knowledge of the Secretary of Interior's Standards, historic guidelines and regulations preferred
