[Massplanners] Drainage System Bylaws

Good Morning,
I am interested in any municipalities that have created a bylaw requiring that all their drainage systems (i.e. detention or retention basins) be placed underground.
I have a resident, though well intentioned, is misinformed regarding the what goes into drainage design and the current regulations that regulate them. I spent the first
part of my career in the civil engineering and land surveying field and have designed multiple drainage systems, so I am very familiar with the process and regulations.

Unfortunately, even though I have tried to educate this citizen, he is attempting to have a warrant placed before town meeting to require that all system be placed below
ground to prevent standing water and mosquito breeding grounds. The issue in our community has been the lack of maintenance of these basins due to fiscal constraints.
I understand his concern but I believe it is not the correct course of action.
