[Massplanners] Question on Older Subdivisions

Hi
There are a few scenarios related to previously approved subdivisions that I need some clarity on. My primary question is whether a property owner of an oversized parcel in an approved subdivision can seek an ANR to split it for the purpose of development as long as the requisite criteria are met?
My guess is that for a subdivision of say 60 years in age that there is no way to find an "applicant" to file for a modification., correct?
In this case, there would be nothing in the Zoning Bylaw or Subdivision Rules and Regs that addresses this and nothing stated in the decision letter 60 years ago. Is there something else that would inform this situation?
I confess to not being a subdivision guru so any assistance is much appreciated.
