Position Purpose/Summary

Responsible for carrying out mandates to protect the community's natural resources, primarily its wetlands as regulated by MA Wetland Protection Act, and including its bio-diversity, unique natural areas and other water resources.  Enforces the wetlands laws (310 CMR 10.00) as they pertain to projects in Springfield, protection of the City's wetlands, Conservation Open Space Lands, other critical natural resources, land acquisition and protection of the environment. Work is performed under the supervision of the Deputy Director of Planning.  No supervision is exercised over other employees.
Essential Functions
*        Provides professional analysis to the Springfield Conservation Commission on all matters subject to the Wetlands Protection Act.
*        Conducts project site inspection, wetland violation enforcement, and city-wide wetlands compliance.
*        Maintains files and records.  Prepares information for meetings, correspondence, budget issues, administrative matters, and liaison with government, civic organizations and the public.
*        Manages the Springfield Brownfields Program, including grant writing and administration for state and federal funding sources.
*        Oversees Springfield Brownfields procurement process for contractors and contract administration.
*        Develops on-going maintenance and improvements of conservation and natural resource areas.
*        Prepares literature, annual reports and brochures on conservation, natural resources and water assets.
*        Assists the Commission in budgetary and administrative issues.
*        Implements and updates the City's Open Space Plan.
*        Coordinate with contractors' on-site activities for environmental assessment or remediation projects to ensure compliance with environmental laws, standards, regulations, or other requirements.
*        Estimate costs for environmental cleanup and remediation of land redevelopment projects. Inspect sites to assess environmental damage or monitor cleanup progress.

*        Prepare reports or presentations to communicate with community stakeholder's brownfield redevelopment needs, status, or progress.
*        Administer and documents the city's compliance with NPDES Municipal Separate Storm Sewer System Discharge permit. Work entails direct coordination with the Department of Public Works (DPW) and the Pioneer Valley Planning Commission (PVPC).
*        Perform related duties as assigned.
Knowledge, Skills, and Abilities
*        Knowledge of wetlands and water resources issues.
*        Knowledge of federal and state wetland laws and regulations, Massachusetts Wetlands Protection Act, City of Springfield Wetland Regulations, subdivision rules and regulations, storm water design principals, wetland plants, erosion control and hydric soil characteristics.
*        Ability to perform field work, including evaluating data; reading maps, plans, and topographical surveys.
*        Ability to interact with the public and work effectively with the Commission, contractors and other city departments.
*        Ability to organize and plan work, to identify goals and objectives and work independently.
*        Knowledge of the Environmental Site Assessments process (Phase I & II).
*        Ability to express oneself clearly and concisely, orally and in writing.
Education and Experience
*        Bachelor's degree in environmental sciences or related field.
*        Minimum of five (5) years' experience in wetlands protection, land conservation, environmental management/brownfields or related field, or any equivalent combination of education and
