[Massplanners] Percentage of Non Residential in Mixed Use Districts

Hi Sarah,
We have a defined geographic area where we require ground floor activated
uses <https://ecode360.com/29283349> for approximately 80% of the lot width
and 100% of the building frontage. However, ground floor activated uses
allows for 25% of the uses to be residential (e.g. lobby, gym, etc) as long
as it is designed to be transparent and/or pedestrian friendly.  See also:
