Somerville also requires HCAs to be signed before applying for zoning approval. See page 429 of the Zoning Ordinance<http://3pb8cv933tuz26rfz3u13x17-wpengine.netdna-ssl.com/wp-content/uploads/sites/2/2022/01/2021-21-31-Somerville-Zoning-Ordinance.pdf> for other requirements.

We also have a local license permitting process, and the Licensing Commission always asks applicants to confirm that they have an executed HCA before the Licensing Commission will vote on the application.
