[Massplanners] Zoning Bylaw Changed without Town Meeting Approval

Only Town Meeting can change the bylaw.  Without Town Meeting action, nothing was removed from the bylaw. So, saying "Bylaw Changed without Town Meeting Approval" is simply false as a matter of law.
