PLANNING ADMINISTRATOR (HOUSING & LAND USE)
The Town of Westwood seeks qualified applicants for the position of Planning Administrator (Housing & Land Use) whose purpose is to perform skilled technical and compliance work related to tracking, research, reporting, and coordination of Housing and Land Use services.  This includes permit processing in accordance with land development regulations.  The position also provides advocacy and policy enforcement of affordable housing options in Westwood.  The successful candidate will possess professional expertise, critical thinking, and interpersonal skills to accomplish varied functions that range from routine to complex.
REPRESENTATIVE DUTIES
Housing Function:

  *   Provides advocacy, support, coordination and records management to the Housing Partnership and the Fair Housing Committee;
  *   Provides direction and guidance to all residents in need of housing assistance;
  *   Responsible for the development and support of all public housing programs, and for ensuring that the Town encourages the provision of a variety of housing types to meet the needs of all sectors of Westwood's population;
  *   Maintains appointment terms and status of Housing Partnership and Fair Housing Committee members, and updates and maintains rules and regulations for each;
  *   Researches grant opportunities and prepares proposals for funding of new or expanded housing programs;
  *   Prepares and forwards required reports and data to federal, state and local agencies.
Land Use Function:

  *   Responsible for all aspects of Planning Board administration;
  *   Works in an advisory capacity to direct and advise applicants on Land Use permitting process, including planning, zoning and conservation, in coordination with the Town Planner;
  *   Maintains Land Use webpages; stays up to date on computer technology and trends;
  *   Reviews applications and monitors stage of applicants' permitting process;
  *   Provides support to Land Use Committee; attends meetings and takes minutes;
  *   Prepares for Planning Board meetings; may attend meetings as required;
  *   Conducts research, data collection and analysis needed for comprehensive planning;
  *   Performs highly detailed zoning by-law historical research.
Qualifications:  Bachelor's degree in Planning, Public Policy/Administration, Political Science, or a related field; 2+ years of experience in planning, land use, licensing, permitting or related field.  Certification as a Mass Public Housing Agent of a DHCD-approved MPHA Certification Program, or receipt of certification within 12 months of hire.  Training in GIS preferred.  A Massachusetts Class D motor vehicle operator's license required.
Salary and Benefits:  This is a 40-hour per week, benefit-eligible position with a salary range of $58,724 - $73,338.  There is opportunity for salary growth and pension; health, dental, life and disability insurances, as well as flexible spending, are available.
