[Massplanners] Licensing for Adult Use Recreational Marijuana Retail Sales

Somerville requires both a special permit from the SPGA and a local license from the Licensing Commission for any recreational cannabis retailer. It's had its challenges, but I think it generally appears to be working.

Curious if any community that permits adult use recreational marijuana retail sales through a special permit process also requires an annual license through a licensing board.

I am interested in finding out if any communities use this dual process and if it appears to be working.
