Town Planner
The Town of Westwood seeks qualified applicants for the position of Planner. The purpose of this position is to provide professional, technical and administrative work in the development and implementation of planning and land use controls, and to coordinate both short and long range physical, social, and economic development and improvement plans for the Town of Westwood.
Duties include but are not limited to the following: Identifies community planning and development issues, problems, and alternatives. Represents the Planning Board during informal meetings with the general public, attorneys, and developers. Explains provisions of the Zoning Bylaw and Rules and Regulations governing subdivisions. Receives and reviews electronic submissions of plans and permitting materials submitted for compliance with procedural requirements. Receives, reviews and distributes applications for special permits and site plan review; coordinates review of plans and other documents by various town departments. Meets with developers to review alternatives for achieving the desired outcomes such as timely regulatory review, enhanced project feasibility, accessibility, environmental protection, and aesthetic appeal. Develops short and long term plans; gathers, interprets, and prepares data for studies, reports, and recommendations. Meets with project applicants to review projects and materials. Schedules meetings, and prepares the agenda, and writes a summary of the issues involved in the proposals being considered by the Planning Board. Coordinates applicants’ projects in permit process with other boards and administrators. Drafts all Planning Board and Administrative Review decisions for the issuance of permits and other documents; assists public in determining which applications and permits are required and explains the application and permit process; tracks permit workflow and informs applicants of the status of their applications. Attends Planning Board meetings and presents issues and information to the Board which will assist it in making decisions. Responsible for submitting the annual report for Planning Department. Prepares and analyzes a variety of socioeconomic and/or research studies, statistical reports, and related information for policy decision making purposes on long range, comprehensive and strategic planning, including composing and conducting surveys, research, and reports for the Planning Board, other town departments, and town consultants. Proposes bylaw changes requiring town meeting approval. Responsible for incorporating final changes into zoning bylaw documents, zoning maps, rules and regulations, and updating other related documents. Develops and recommends strategies, programs, activities and collateral materials for effective community and economic development programs and projects; applies for and administers grants to achieve adopted goals and objectives according to the funding authority’s guidelines and regulations. Implements the Town’s comprehensive master plan, including site inspections and the coordination of individual and town plans and programs for the utilization of land and facilities consistent with the master plan.
Qualifications and experience: Master’s degree in Planning or related field; training in GIS preferred; three years progressive experience in municipal planning or related field; or any equivalent combination of education and experience.
Salary and benefits: Full-time, 40 hours per week benefits position with a salary range of $80,872 – $100,997 commensurate with experience. There is opportunity for salary growth and pension; health, dental, life and disability insurance are available.
