[Massplanners] solar on landfill or other municipal property

All,

Town considering solar installation on portion of Town landfill, to be installed and managed by vendor, pursuant to a lease.  What experiences have you had in selecting a vendor?  Did you have a competitive process, such as an Invitation for Bids (IFB)?
 Did you retain a consultant for any part of the process?  Are you satisfied with outcome?

I appreciate all comments and suggestions.
