[Massplanners] Land Acquisition Strategy

Crested Butte, Colorado has a couple of programs in place.  One is 
additional real estate taxes.  Another is an optional, opt-out, 1% for 
Open Space added to customers' bills at many businesses in town.  
Restaurants, hotels, doctors, attorneys, an acupuncturist, realtors, 
newspapers, and even an animal hospital participate.
