[Massplanners] Host Community Agreements

Hello Jeff and MassPlanners,

In Ayer's case we settled the host community agreements before PB permitting.

I believe starting the Host Agreement process is one of the prerequisites to applying for Site Plan review under our Rec. MJ bylaw.
