[Massplanners] Earth Fill Bylaws

Planners,

We are in the process of converting our Earth Removal Zoning Bylaw into a General Bylaw.  We also want to add regulations for Earth Fill also.  So this is a two part question - 1) In your opinion, who would be the best permit granting authority (planning, zoning, con com, select board), and 2) Does your community have good language regarding specific provisions relating to testing, inspections, etc. for Earth Fill?
