[Massplanners] Lingering Subdivision Plans

We've been dealing with a subdivision plan for over a year now. The developer's representative takes a while to respond to town comments and when he does that tends to trigger more comments. There are drafting errors and typos. The whole process was been extraordinarily burdensome on our engineering department and the abutters. Outside of local ordinances, are there are legal authorities to compel completion of the plans or allow the Planning Board or Con Comm to reject them?
