[Massplanners] Online application stamp with Clerk question

Salem requires the applicants to print out their completed online
application, take a copy to the clerk's office, have it stamped, then bring
the stamped verison to the planning department.  The stamped version gets
scanned into the digital file.  At this time most applicants still pay by
check, so they are coming by City Hall anyway to drop off payment.
