[Massplanners] Capping Building Inspection Fees on Large Projects (53G)

Hello,

I am looking for any examples of communities that have placed a cap on the
amount of building inspection fees that a developer is liable to hold in a
Chapter 44 Section 53G account (3rd party review), especially in relation
to larger scale development projects where the calculated fees largely
outpace the anticipated municipal expenditure.

Specifically, I am looking for:

   1. How was an appropriate cap amount determined?
   2. What thresholds were utilized to determine eligibility for a cap
   amount?
   3. What contingencies, if any, were put in place in event the
   expenditure exceeds the cap amount?
